Preface : The first edition of this dictionary was published as a project of APEC ICTMSN on October, 2006. The teachers and students in Korea and in the Philippines participated in this project together. The 1st and the 3rd edition were opened to both countries as a set of a 100 books, 100 PDF versions, and multiple websites. In Korean Education Authority, IACE, DEPED(the Philippines Education Ministry) and Quezon City library, the editions were distributed and were given a good review.  
  However, Dr. Moncada(The Principle of NHS) and I found several errors in the last editions and decided to republished this new version after revising it and adding new words with the help of teachers from both nations. Through the internet and telephone, we modified the previous edition by finding proper examples and by communicating as often as possible.  
Some people say that editing a dictionary is a foolish activity. Nevertheless, the reason we edited this dictionary is to facilitate communication between students and teachers of both nations by understanding each others language.
  We selected 1560 English words and translated them into Korean and Tagalog. The members of Online Education Forum, the teachers and students of Chungdeok Middle School contributed much effort into the Korean translation. In the Philippines, Dr. Moncada revised the last editions with meticulous effort.
   I believe this will be a continuous projet from now on and will contribute in the understanding of both languages.
  Finally, thanks to Chungdeok middle school students and teachers, Dr. Mancada(The principle of NHS), Dina O. Valenzuela, Bhelle Baladad (The teachers of NHS) and students of NHS, Marian Bragas of ERJHS, and Jesus L. Huenda(ICT Coordinator) of DEPED.      They all participated in the project and often cooperated with me to make this dictionary possible. Also, thanks to Mr. JaeKwon Jeong, Mrs. Bobae Kim, Mr. Yeongcheon Kim and all members of Online Education Forum who helped numerous amount of time during this project.
 In the next edition we will publish English-Korean-Tagalog-Indonesian Dictionary with Indonesian teacher and students.

Introduction: For the global citizen, the world has ceased to become a threat to his individuality, principles and beliefs. In his eyes, the world is instead an open door to opportunities to broaden his experience and grow as a member of a community of diverse cultures.
   Exploring the world for him has become an adventure where chances of learning other people¡¯s lifestyles, traditions and philosophies offer a means to a deeper understanding of his importance as an individual, a member, and a contributor to society.
   Educators throughout the world recognize this need in their learners to explore the unknown in their quest to find themselves and discover their purpose in life, which leads to the importance of bridging the gap caused by the language barrier.
  Communication is the first step in paving the way towards global understanding and unity.
As a contribution to this worthy cause, the students and teachers of Novaliches High School in Quezon City, Philippines , Cheungdok Middle School of Yeosu and members of Online Education Forum,  South Korea, continued their Online Cooperative Project under the ICT Model School Network Program of the Asia-Pacific Economic Cooperation Cyber Education (IACE) in producing the Korean-English-Tagalog (KET) Dictionary.
   The first version provided translations for simple and commonly used words in the three languages. The second revised edition included more complicated words used in conversations. This edition, the third in this series, offers a much broader and deeper meaning of words used in daily conversations.
  The people behind this project wishes every reader and user of this KET dictionary, a quick understanding of the three languages, the better to reach their goal of self discovery as global citizens and models for other learners from other economies.
